That is what I thought at first, but I think they mean literally “below” the Pavilion. The stairs and deck to stairs would have left the Pavilion at the passenger level which is a distance above the creek bed – not up or down stream, but vertically above stream. So the caption puts the falls below the Pavilion, or at least the Pavilion stairs deck. The stairs must have started off quite high because I believe the falls, being aways upstream, were higher in altitude than the deck of the Pavilion.
